There is a basic difference between USFS firefighting strategy and tactics versus CDF/CalFire that can be summarized in two words: Containment vs Suppression. What drives the decision-making between the two? Budget. One is a product of Congress, the other State Legislature and California Governor. One is fixed, the other flexes to meet emergency needs within the state. CDF/CalFire aggressively attacks wildfires and extinguishes them as quickly as possible, whereas many fires under USFS jurisdiction take months to burn out after containment. It comes down to hard decisions about limited resources, along with risk management.
