Sounds like a pinched air hose to me.
Also, why didn't FRED dump the air???????
We had them from Grass Lake down the hill to Dunsmuir and a lot of them from Siskiyou, west to Horn-Brook. But back then you had someone on the helper and a conductor on a caboose that could pop the air by opening a valve. The worst offenders were the WCTR box cars. I can recall calling the caboose and telling them to plug it once or twice. Not a good feeling.
