The FRED bounces around the top of the knuckle of the last car (possible for years before it's retested) My guess is the red light not working is the most common failure issue. It's not uncommon for the FRED to be thrown off the rear of the train onto the shoulder of the tracks than thrown onto the walkway of the lead locomotive rolling by. It may communicate and plug the train without issue in a terminal air test but communication is much more difficult in mountain terrain on a moving train.
