Ridiculous. Must be a REALLY new guy. This is the reason you cannot leave engines or consists unattended without a brake stand cut in. But if it's cut in with properly positioned handles (20lb auto set, independent fully applied) after the handbrake is applied and tested, cab locked, that is perfectly legal. I would appeal this to his boss. Are you in Region 12?
