The term "safely" is one that has to be taken with a generous helping of salt. From reading this posting one would guess the Metrolink disaster happened in a parallel universe light years away from where SMART will run. Caltrain rammed a tractor trailer today. I guess SMART is to be considered immune to such unpleasantries.

The reality is that SMART, if built, will hopefully will be reasonably safe most of the time. Of course if one were to wish to add any more of the aforesaid "passing tracks" eminent domain would be required since the bike lane is taking up half of the ROW.

I live in Sonoma County and I will be voting yes on 1a(HSR) but no on Q(SMART).

I don't know if anyone has noticed but your regime has committed itself to at least $700 billion of Reverse Robin Hood. Probably only the beginning. You can assume that, highway funding being sacrosanct, the federal transit budget will be gutted. "Frozen" is probably the term they will use. I expect transit projects will be delayed for years.
