It's called democracy. These plans have gone though many meetings, to try and get the will of those they would affect. The good and bad is that people have a say, that gets many people, problem is it takes a long time, and tends to water things down.

Economists say that despite who ever we elect, we will not have the money to do what they promised. Thus your dream of Obama being your savior, isn't likely to happen.
