The track circuits used in the US on freight railroads uses a an electric current through the rails that is shorted by the train axle to detect when trains enter a crossing and how fast they are going. This is confounded when the rails are used to return electric current from an electric traction system.
The typical solution to this is axle counters. Why the RTD tried to re-invent the wheel by incorporating this into PTC I do not know
