Kinda like a class one move. They put up with a short branch with one customer for years, but then another customer shows up with more business the class one wants to bail out immediately so they don't have put any money into keeping the line up to handle the new traffic. With the amount of business planned at the new WI&M customer in the next ten years, there would have to be a lot of money put into the WI&M and the P&L to handle it. I've seen it many times.
