It wasn't the railroad's fault that those developments in Auburn were approved. That probably was a factor in their successful defense. The residents might have had a (negligibly) better case against the city for not requiring the developers to factor in the railroad line. In this Sacramento case, it's an active line, just not constantly (at the moment), and officially at least it's a quiet zone.
