Almost…

EMUs are cheaper to operate than diesel locomotive hauled trains; energy cost is lower, and maintenance cost considerably lower.

Because the EMUs have much more power and more driven axles available than the diesel locomotive hauled trains, they can accelerate much better, and are considerably faster. Also (I think) the EMUs have more door widths for the same length of train, meaning that passenger exchange will be faster and stop dwelling times shorter. All that together means that it is possible to operate more services with the same number of trains.

About costs… Investment cost is higher, but Total Livecycle Cost (the much more relevant value) will be lower.
