I would say no, that is not true.
Hard to really parse out cost per locomotive is recent passenger locomotive procurement because the program costs often include spare parts, service, options for additional engines, etc.
But, let's take one case: small orders (13 electrics for SEPTA and 8 diesels for MARC) of Siemens Charger diesels and Siemens Sprinter electrics.
The Charger diesels cost around $7 million each, while the Sprinter electrics cost over $9 million each.
So even if the numbers are a bit off, the electrics are NOT cheaper.
I have always heard that the greater volume of trains is due to the quicker acceleration of the electrics vs. diesels, which allows for less time between trains while maintaining safe separation. Also the servicing turnaround on electrics is faster.
Is the following true about Caltrain?
