There is no practical way that any railroad museum in California will ever run third rail.

Prior to BART's construction, third-rail systems had to be on overhead structures or subways to prevent people from contacting the third rail.

The California Public Utilities Commission decision on modifying its General Order 95 in order to permit the construction of BART's ground-level tracks with third rail outlines the legal requirements to safely operate third rail at ground level.

In all cases, third-rail systems would be prohibitively expensive for a railroad museum.
