Hold on a minute. The fireman who starts out with an E is subject to the same hours of service requirements as the E. So if they both went on duty at the same time, which is usually the case, when the E dies, so does the fireman. If someone has been riding on a train and relieves the E (or F for that matter), all that time on the train counts as deadheading, which goes against his hours. The same is true if said individual is driven from his "crewbase" to the train via automobile: the HOS clock starts upon leaving the crewbase.
