I'm not familiar with that particular location or style of switch. If it were a power switch which usually does not have a mast and target that was taken out of power in "hand throw" then YES...definitely a mast with target should have made him more aware of his error.

Many of the ground throw manual switch stands have low masts and smaller targets would have been harder to see and are generally not used on main track turnouts.

My two cents worth from one in the industry!
