Yup.

Something that always perplexed me was the Fed Reg covering switch targets that stated, in effect, that targets were not required, but if the switch was equipped with a target, it had to be visible.

As an aside, for those of you who are curious about the square yellow sign with the red diagonal line on it that's near the switch in the second photo, that's a track flag related to MofW work two miles ahead. Not sure what CSX's name for this specific flag is, but on UP they're called a "Yellow-Red Flag" and are used in conjunction with Form B Track Bulletins.
