Lol. Looking around, Frontier hardly has any storage right now. Their western WA operation, (which apparently according to STB records they purchased / own), has a bunch, but their leases don't appear to have jack that way.

trackwalker, did you work for them and they wronged you? You should go into competition with them, their awesomely marketable leases sound like they wouldn't be hard to wrangle loose. I'd bet you could find all sorts of traffic to not need to resort to any of those icky storage cars.

Public entity owned shortlines are very 1990. Any of those that think they should dabble in railroading soon find it's hard enough just being a local government (itself a thankless job), let alone going through just the learning curve on successfully handling compliance... Not to mention keeping into halfway decent employees.
If anything, those that still are handling in-house should be running away screaming from even owning them. (Just watch here...) Gov't doesn't really want semi-dead shortlines any more - there's no 'there' there to pay for the compliance - or the scores of Jane or Joe Retiree and their crossings the RR needs to fix yesterday, for free.

Coos Bay will probably learn this, but then again after RA found a way to get like what 20M for that thing it's sort of been a Federal money gravy train so that may figure. Call them the exception. With any luck their consultant steered them into structuring it so the entirety of the Port's employees don't end up exposed for the Port to an RRB nightmare of 6 years of back taxes not withheld.
