ROD usually implies that funding has been identified to carry out the work starting in a few years from approval. That's almost certainly not going to be the case for CAHSR.

There's precedent of a sort, though: FRA issued a ROD for Desert Xpress, then reneged on the loan needed to build it, which rendered the ROD kind of meaningless. Virgin has now bought the company and the project, and found another way to get the loan (or at least a large part of it) via Private Activity Bonds, and apparently plans to use the old ROD.
