Yes, I agree. Photo likely taken on the footbridge that ran across Bullring Yard. It was seen in the foot chase scene in the 1980's film To Live & Die in L.A.
Also, no offense to James Burton, who played with Elvis Presley and Roy Orbison, BUT Tony Joe White recorded the definitive version of Polk Salad Annie.
