Laws throughout the US are created using this process: the legislative branch writes acts, the executive branch ratifies them. This procedure is specified in the both the US Constitution and all State Constitutions. This is part of the check and balance system inherent into US Constitutional law, a system which the GOP is now fervently trying to thwart.

Therefore Reagan didn't "pass the gun control act", he merely signed it into law.
