This is the story line about closing California state mental hospitals.Here's another one less popular.Public sentiment had turned against mental hospitals using "psychiatric holds" holding patients against their will.The movie One flew over the coo coo nest reinforced this this sentiment. The ACLU sued California and prevailed over holding patients against their will..The state hospitals started releasing patients statewide. Under Regan they began consolidating and closed the empty very expensive hospitals.
