Astonishing cost to build new Light Rail vs Interstate Hwy Lane

I was just listening to a radio program regarding cost of new light rail project in Portland, Oregon...$300 million per mile versus $10 million per mile of a lane of Interstate Highway! All I can say is Wow! Question for the rail/highway designer and builders reading this, what is the real cost of building this infrastructure before being exposed to government/contractor corruption factor? I remember a figure I heard a couple years ago a mile of mainline freight railroad was $2 million per mile (assume this cost is still relevant).
