According to Ronald Dieter's book "The Story of Metro", service to Silver Spring (the Red Line) began as of Feb. 6, 1978; the photo would have to be newer than the 1976 time cited.

Incidentally, if you look in the background of the photo, to the right of the locomotive, you'll see the front end of an approaching Metro train.
