Yes the Morrill act did not pass until after the confederacy was born but by further cross examination one finds the sequence of events leading up to it is the hidden evidence.
The Morrill bill passed the HofR BEFORE lincoln was elected, and was reintroduced after Lincolns election. Thats when S Carolina knew they were being RR’ed so they checked out, and other states followed secession which is why the bill easily passed the following year / post signing of confederacy. The north then instigated the war angry the south was no longer going to contribute tax revenues, not for modern day (ridiculous) excuse of slave rights.
The Morrill bill "passed" a few times (and passing in the HofR isn't quite sufficient, it has to pass in the Senate too), but it didn't become law until after those 7 states seceded, and your whole original point was that the law caused the secession. There were a lot of things which lead up to secession, the Morrill bill being just one of them, so your assertion that it was the cause doesn't hold up to scrutiny.

How did the North instigate the war when it was the south who fired first?

Freeing the slaves dates to Lincoln's emancipation proclamation, which was a publicity stunt because it freed the slaves only in the states which weren't part of the Confederacy.
