Coastal shipping would be a "niche market" using small ships to haul containers (or railroad cars on barges) to a port to transfer to rail for the domestic trade, rather than rebuilding the NWP or building the Humboldt Eastern.
It would be similar in function to the lumber schooners which served the redwood coast before the NWP existed.
Probably can't compete with trucks, though.
