Hmm, I dunno about not enough to cover all trains. Seems to me, at best, there 4 trains a day on the Pacific Extension. If I recall correctly, on the priority trains, they added a Joe on the headend simply because it was faster and the diesels would stay with the train the entire trip. On the low priority freigts, it was more likely to see 2 Joes on the front (no diesels) and a set of boxcabs in the middle somewhere.
