Fuel tank gunk?

I think I was told a fish story about sludge or something in the bottom of fuel tanks.
I am aware of farmers that add an algeecide or additive to diesel equipment to eat this stuff that lives in diesel. But I have also been told the bottom 3 or 4 inches of a locomotive tank is useless. If this it true, why not scrap this gunk out if the tanks or is this whole story just a fake news story...thank you for your knowledgeable answers.
