Well, if I were OPRRMS, I'd give you a hard time about an F-40 style engine, since Metrolink has only one of those, and if I were him, I'd just blow your comment off due to a little glitch. But I've already said I've stood in the Glendale parking lot and watched an F59PH (Sanchez's loco type) head off to Lancaster. Engineer's posture -- from waist upward -- was clearly visible. Seems like you're either paying attention or you aren't. Whether you're reading a paperback thriller or texting on your cell phone, it's not hard to see.
My guess is that whoever complained saw exactly what he saw, Sanchez texting clear as daylight. I would guess that at least one supervisor then followed up, but Connex hats then squelched it on the basis that it would have to be reported and would result in fines from Metrolink. That's based on recommendations in the report OPRRMS linked to.
