Expanding my research on this stuff because it's so interesting. I found that 13 was Bray Oil Co. and did what Bill Root said with lube oil. Became Castrol later on and also a superfund site!
Bray Oil Co. also used the warehouse over by Ferry Pt. that is still there today. Known as Terminal 1, belonged to Parr-Richmond terminal but it looks like there were a number of simulatneous operators in the period preceding 1973. So guess each little oil company had access to the facility, maybe their own tanks, who knows. It was an oil terminal. 1973 Bray Oil leased it.
Not totally clear, but I think it was owned by ATSF.
Found that the Terminal 1 site is destined to become housing with a public park at some point.
