Washington DC had a large streetcar network which used a conduit and plow system in the historic areas.

Alsthom in France has developed a conduit system for Bordeaux, which was worried about the visual effect of overhead wires. Curiously in the U.S. tracks have been more of a worry - vibration, subsidence and electrolysis being the major problems.

Reconstruction of the Desire line in New Orleans along the original route thru the French Quarter has been held up due to fear of damage to buildings. Of course the line ran thru there for decades - long enough for Tennessee Williams to be familiar with it.
