In DC and NY, it wasn't the conduit that was in place but the vault for the cable was there and installed the conduit into that. I can't find any of my books about San Jose, but it seems that I recall the trackway was constructed for cable but before it was finished they installed conduit. The conduit, I believe was installed in the 1880's but did not last long due to junk getting into the slot and people deliberatly putting stuff in to cause sparks. It was soon replaced with conventional rail and overhead wire which lasted until April of 1938.

Unlike the rail from the SP's Peninsular line to Alum Rock Park, the streetcar rail was not sold to Japan.
