When I worked summers for the electric company in DC, I was told that in the winter sometimes a tire chain would break and get in the conduit and put on a good show!

DC and NY both started with cable car systems, so in some areas the conduit was already in place. The lines that ran into Maryland used overhead, and I believe Brooklyn was also overhead.
