I have an old toilet - but I set the water level down low as it can go and still work. If you don't have enough water, you have to flush twice - thus no savings. What are they thinking? Who is going to waste water intentionally when the rates are so high?
Soon you won't be able to get any alkyd paint in California. No quality paint that you can brush on wood trim without swelling the grain, that will heal the brush marks and that will pull up and harden over time. And won't rust metal. Of course you never pour paint thinner down the drain but save the old thinner for the first cleaning of the brushes. The pigment precipitates out and works fine for cleaning. Not long ago I used some 25 year old paint which went on like new after being strained. Try that with latex. And how about all that latex paint people wash down the drain when they clean their brushes, rollers, etc.?
