I see the initial Valley segment as the HSR equivalent of the Concord Test Track (remember that, BARTers?). It'll be used to work out the bugs in both the trains and the r/w. Otherwise, why start operations in 2025 but not for the public until 2029? And There.Will.Be.Bugs.
