Why are taxpayers paying for the damage to Black Point bridge? SMART's not going after the barge operators who have damaged the bridge and not reported it. The Coast Guard keeps a log of all barge traffic . There really is only a few culprits. Lund Marine and Dutra come to mind.A few tug captains should have their licenses revoked.
