SMART isn't the only one getting funding through CTC's Short Line Rail Improvement Program, which was funded through some Prop 1B savings. CTC also awarded projects for Goose Lake Rail, Sacramento Valley Railroad, Arizona & California Railroad, Stockton Terminal & Eastern, Santa Maria Valley RR, and Santa Cruz RTC.

Not enough applications got submitted, so the remaining $750,000 of funding is getting rolled over into the SB 1 Trade Corridor Program.
