I would be shocked if "rail operations" had a grant admin on staff, let alone paying HALF of the project from their own pocket!

"Matching" grants involve partners at gubmint level(city/county) .

Where did you get the 50% number? (I can't get the link to open)

Can you please post the plain text of the grant conditions?
