I'll take a stab at it. I think Fairview Fanny is a slang name for one of the two Seattle Newspapers, probably the times (aren't they on Fairview Ave?).

And there was an announcement in the last day or two about a big grant of money coming (from the feds?) to build the downtown to UW light rail (or maybe help build it).
