Gee, ONLY $813 Million ??? I'll bet it becomes $ 8.3 BILLION B4 they're done tunneling UNDER Lake Union. Why not use the lower deck ( reversible express lanes ) of the Interstate 5 " Ship Canal " bridge & go OVER the lake ??? Because it makes too much sense...
