Since this part of the CAHSR mess will only end up getting Amtrak off the BNSF(it's published), wouldn't the money have been better spent to upgrade existing track(and a tunnel instead of a loop) for higher speeds? You know, crawl-walk-run.

They don't even have a final EDD number!!!
