You weren't responding to the post title there. PB-Tutor-HSR may *need* an enema, but that's not what they *want*.

BTW, PB no longer exists. Long ago bought out and (sub)merged into WSP USA. Many former PB employees were encouraged to find more lucrative careers as a result. WSP may still be working for CAHSR, though.

There is also a Parsons consulting company, that never had any relationship with PB. They're mostly a Beltway Bandit, but do general consulting in the public works space too. They have (wisely) not participated significantly in CAHSR work.
