Car rehab is certainly a priority, but Amtrak has to come to grips with Debt Service on their mortgaged properties. Otherwise they won't have facilities to do the rehab in, or a headquarters building either. My well - placed source @ Amtrak sez the last rehab on California Cars, which was farmed out, had to be taken back in again due to various screw - ups & late deliveries by the vendor.
