Dr. Ron Scheck at UNM Las Cruces had a plan 25 year ago on what it takes for Amtrak to prosper. High frequency corridor services that make full use of the investments and labor through economies of scale. California and other States have been the test case for that, and even with very limited investments, have shown that economies of scale through frequent service increase significanly passneger miles and fare box recovery. The failure to have a national leadership actually committed to what over 70% of the American people want: better trains and more service, has been a serious problem. We now have an opportunity to do better.
