It's the remainder of the prop1A funds. But combined with the recouped 1 billion from feds and the 4-5 billion stashed away from C&T by 2023 they should have more than enough to complete Bakersfield-Merced with electrification included.

Even if they are short 1-2 billion down the road, I could easily see money being appropriated similar to what happened with Valley Link and ACE.
