You can double track at great expense the entire Sylmar to Bakersfield SP line and it still will not be time competitive. Not even close. Very slow over Tehachapi and south of Palmdale.
The only cost effective solutions are a new line along I-5 or a version of the proposed Palmdale CAHSR route. Sylmar to Bakersfield is the missng link.
