CP 1-4's 119 miles of track is looking to come in at around 5-6 billion.
Assuming Kelly runs things smoother than Morales and given it is only 50 miles I see track for the Merced and Bakersfield extensions to be no more than the 5-6 billion. That puts the 170 miles at 12 billion on the high end. This next 6 billion will be covered by the 4.2 + 1.0 + 5.0 or 10.2 billion
That leaves 4.2 for overhead and HSR locomotives.
