What about a proactive approach with firefighting equipped tank cars wetting down the ROW in this tinder dry year? Not the whole railroad ROW just wooden structures, bridges and tunnel portals. I remember SP doing this on the Siskiyou line. Maybe it's cheaper to let it burn and rebuild it.
