UP lines to Yakima were still in when WC took over, I believe that WC eventually worked out a deal with UP to handle their traffic and then their lines came out. WC used rail removed from the UP lines to upgrade the Moxie Spur---those of you that are real rivit counters will notice that the Moxie line has UP style rail on it.
