You must be new here, or a troll. Answer is no.

Depends on what part of the line you are looking at. California Western uses a short stretch to reach the Willits station. NWPY is active south of Windsor, SMART is active south of Airport Road in north Santa Rosa.

Last operator of the entire line was NCRA’s Northwestern Pacific until the FRA shut them down in November 1998. John Darling’s NWP operated part of the very southern end of the line briefly around 2001. The current NWPY that SMART just assimilated is the current operator south of Windsor. SMART is working on extending their service to Windsor, expected opening in 2022, and has dreams of reaching Cloverdale someday.

SMART owns Healsburg south, North Coast Railroad Authority owns north of there. Freight operations over SMART owned rails are over a permanent freight easement NCRA retained over the line.
