The big railroads can get emergency repairs and restoration done amazingly quickly. Look at UP in the Lava Fire area. If BNSF is closed, it won't be for long.

As for Raton, even ignoring the grades and such, where would detour traffic there go at each end? It kind of looks like the Transcon is already tied up with big-time congestion in western NM and AZ that Raton traffic would do nothing about. Just look at where all the Amtrak delays are on the SW Chief route - hint, they're not on Raton unless there are mechanical problems with the train.
