The TIGER program was created and administered during the Obama presidency. After that, the program became BUILD. The Biden Administration transformed the program to RAISE.
This spring and summer, I was very busy compiling an application for a rail transit project for submission to the RAISE program. It is highly competitive. This year, the amount of funds requested for projects exceeded funding available in the RAISE program by a ratio of
ten to one. The project which I submitted was not among those selected. More information about the RAISE program can be found on this website.

In other words, just because a program for funding projects exists doesn't automatically mean the funding is available when someone writes a grant.
